CHARTER LAW OFFICE, P.C. is passionate about education law and is committed to serving the legal needs of public charter schools in New Mexico. With a special focus on the unique challenges and opportunities facing charter schools, CLO is dedicated to providing effective legal guidance tailored to the education sector.

Susan received her law degree in 1992 from the College of William & Mary, Marshall-Wythe School of Law, in Williamsburg, Virginia.  Prior to law school, she received a B.A. in History with Honors from Indiana University, and did postgraduate work in that field at the University of St. Andrews in Scotland.   She is licensed to practice in New Mexico’s courts, in the United States District Court for the District of New Mexico,  and in the Tenth Circuit Court of Appeals.

After spending over a decade practicing in the fields of commercial litigation, product liability and land use law at a large Albuquerque law firm representing local, national, governmental and institutional clients before a variety of courts and administrative agencies, she began her education law concentration in the early 2000s, with an initial focus in higher education.  Starting in 2009, Susan and Patricia Matthews practiced as Matthews Fox, P.C. for over fifteen years, representing charter school clients almost exclusively.  Matthews Fox became CLO in July of 2024 upon Patricia's retirement.

Susan has considerable experience in administrative appeals before tribunals and in the state courts.  She has conducted numerous training sessions  for school employees and  governing board members.

Susan is a member of the National Alliance for Public Charter Schools and the Alliance for Public Charter School Attorneys.  She is listed in the Best Lawyers in America directory and is a member of the Phi Beta Kappa academic honor society.

She is the proud parent of a grown son and three beloved canine companions.  When she is not working, she can usually be found reading, wandering New Mexico's backroads and trails, puttering in the garden, doing projects around the house, or traveling.
